Big Idea: More Referenda, Fewer Initiatives

I lay out a plan to improve California politics -- specifically its initaitive politics -- in Sunday's Sacramento Bee. The idea boils down to making it easier to qualify referenda -- measures reversing an act of the legislature -- for the ballot and harder to qualify or pass initiatives -- which allow voters to circumvent the legislature entirely.
