But the adoption of the new European constitution, called the Lisbon Treaty, may mark the beginning of a new era of modern direct democracy.&lt;br /&gt;&lt;br /&gt;Lisbon establishes the European Citizen’s Initiative, the world’s first transnational direct democratic tool.
